With the diminishing space and dilapidation of the old town hall, the new town hall was designed along the basic guidelines of "durability", "super-insulation", "energy conservation" and "IT" to stand as the administrative site for Koumi-machi and also serve as the symbol of the town.
Since the site is located in a plateau town surrounded by trees and mountains, the design aims to complement the scenery by keeping a low profile, and modern expression was avoided in favor of a nostalgic and gentle appearance that would maintain a timeless popularity in the community.
As the temperatures in winter can be as low as 20degrees below zero, air conditioning in the building is mainly heating. Furthermore, from the perspective of protecting the building frame from frost damage, energy conservation and durability, the super-insulation design focuses on external heat insulation and also uses the skeleton infill method for easy future maintenance.
