This building is a complex facility, composed of a cultural center, civic center, library, children's center, and information center to serve as a hub of regional interaction, culture, and information dissemination within Miyagino Ward.
Standing on the site of a former classification yard, the building takes a long and narrow shape, which stretches about 180 m east to west, to avoid the underground track of JR Senseki Line that cuts across the property. The library is located in the basement floor where a large open shelf space can be obtained, whereas the ground floor is comprised of 2 halls, and the second and third floors are reserved for a part of civic center and cultural center, equipped mainly with the rental spaces. The building also offers areas for interaction and light courts where natural light is drawn in. Since the children's center operates independently, a separate location is arranged for it on the east side of the passageway on the ground floor. Being the focal point of the cultural center, a concert hall (384 seats) suitable for music performances and a theater hall (198 seats) suitable for theatrical performances can accommodate a wide range of programs organized by citizens and professionals.
