This building is part of the Saitama town hall development project which was initiated following the specification of Saitama as a Government Ordinance Designated City in April 2003. The site, located near Sashiogi Station on the Saikyou Line, is part of the "Omiya Seibu Special Land Re-Allocation Project" undertaken by the City Corporation and currently plays a leading role in new town development. In order to gain popularity in the community, the building has a simple rectangular exterior with a semi-outdoor space and large additional eaves. The large expanses of glass are all double-glazed and the curtain wall around the entrance uses Low-E glass to decrease the load on air conditioning. The building implements barrier free design and is a "green" town hall with rooftop gardening.
