This facility has been designed to provide a comfortable tour route for many observers/visitors regardless of bad weather.
The basement level houses a TV broadcasting facility that transmits scenes of deliberation in the assembly and the various committees to the people. Other than the minimum reception related functions, the entire facility has been placed underground in order to minimize the impact on the view of the Diet Building that is so popular among the people.
The visitor's lobby takes in natural light from light gardens to create an open space that does not feel subterranean.
