This is an integrated city hall that houses a ward administration office, public halls, a health and welfare center, and a fire station in Seya Ward, surrounded with a spacious natural environment that still preserves the appearance of Sagamino. Inspired by a grove of trees, the exterior wall with gentle stripes provides a character to the building, which is encompassed with pre-existing trees and greenery, to shape a new landscape as "the ward office in the woods" that nestles in the greenery.
Along with the adjoining Futatsubashi Park and the parking lot, the building aims to provide accessibility to all visitors, including the elderly and children, by setting up an entrance which allows multi-directional approaches, separating the sidewalk and the roadway to ensure safety, and taking account of a universal design.
Civic services are improved with a visible counter and a simple floor plan while maintaining practicality and security for the workers by clear separation of the traffic lines of visitors and employees. The facility has been designed to function as a local disaster preparedness center by incorporating measures to secure lifelines and protect against flood.
