Located in Naka-ku, Yokohama-shi, the building serves as the headquarters for JA Group Kanagawa in which integrated operations of the JA Group within the Prefecture take place by concentrating functions, strengthening cooperation, developing active local business activities, and maintaining group functions. In designing a building that garners long-term popularity, three concepts were established: "securing safety and security as well as business continuity" as a facility continued to be used during natural disasters, "creating functional offices which facilitate cooperation among the group members" as an environment encouraging communications among group members and comfortable to work in, and "reducing the maintenance cost while incorporating environmental considerations" as an urban scene that takes account of the surrounding environment by reducing energy consumption and CO2 and by achieving harmony with the heritage buildings in the area. In addition, Former Kanagawa Industrial Union Hall, completed in 1938, stands on the planned location and is partially under preservation and restoration, after its designation as a heritage building by the city of Yokohama in 2012.
