The following announces a call for proposals regarding product procurement.

1. Product to be Purchased
   1. (1) Product name
      Power distribution framefor -48VDC
   2. (2) Characteristics
      The power distribution frame for -48VDC requested in this specification is installed in a wireless or transmission machine room or the like in order to distribute and supply -48VD Cpower to communication equipment such as wireless devices or transmitters.
   3. (3) Delivery schedule
      Delivery is to be made in April 2020 or later.
      Note that this information may change.
   4. (4) Delivery location
      Delivery shall be made within Japan at a location to be specified separately.
      
2. Procurement Process
   The product shall be procured according to the call for proposals process.
3. Number of suppliers
   Two or more suppliers shall be selected for this equipment.
4. Basic Conditions for Participation
   Suppliers may participate in this procurement process either individually or jointly. Suppliers who participate jointly shall specify a representative to interact with NTT Facilities, Inc. (reparticipate jointly shall specify a representative to interact with NTT Facilities, Inc. (referred to ferred to below as below as “NTT Facilities”) at every stage of the process, including application, selection, and every stage of the process, including application, selection, and contract negotiation.contract negotiation.
   NTT Facilities shall interact and negotiate with this representative, but any joint participant shall assume all obligations and responsibilities related to this procurement regardless of whether or not it is the negotiation representative.
   Any party satisfying any of the following conditions may not participate in the procurement process.
   1. (1) Adult ward or person under curatorship.
   2. (2) Bankrupt person whose rights have yet to be restored.
   3. (3) Corporation cur rently undergoing corporate arrangement, civil rehabilitation proceedings,corporate reorganization, bankruptcy, liquidation, etc.
   4. (4) A party that has engaged in or used any parties that have engaged in any of the activities listed below within the past two years:
      1. (a) Performed inferior product manufacturing or poor provision of services intentionally or by gross negligence or engaged in improper activities with respect to the quality and/or quantity of a product in the execution of a contract concluded with NTT Facilities
      2. (b) Conspired with another applicant or applicants with the aim of obtaining wrongful profit in the submission of an application or in the conclusion or execution of a contract in material procurement with NTT Facilities
      3. (c) Interfered with the application of another applicant or with the conclusion or execution of a contract by another party
      4. (d) Interfered with or failed to cooperate with NTT Facilities person nel in the execution of their duties during NTT Facilities inspection s or supervisory activities
      5. (e) Failed or refused to conclude or execute a contract with NTT Facilities without justifiable reason
      6. (f) Made false statements in the application procedure or in procedures related to concluding or executing a contract with NTT Facilities
      7. (g) Violated the obligation of confidentiality specified in the Procurement Manual.
      8. (h) Used the Procurement Manual improperly
      9. (i) Engaged in any other improper activities to hinder competition in NTT Facilities tenders
   5. (5) Gained unfair competitive advantage through direct participation in the preparation of the final procurement/technical specifications for this procurement.
5. Selection Evaluation Items
   The selection evaluation items for this procurement are listed below. Particular importance is placed on items (1)-(4).
1. (1) Proposed prices
   1. (a) Proposed prices specified as fixed values in Japanese yen under terms that do not include any variable elements such as exchange rate, cost of materials, or royalties
   2. (b) All expenses that are clearly specified for separate payment such as maintenance costs, cost of maintenance-related parts, training costs, cost of repair services during warranty period, and cost of technical s upp ort services afte r the technical support period
2. (2) Requirements
   Content of proposal that satisfies with supporting evidence all requirements stipulated in the Procurement Manual such as technical requirements covering functions, performance, reliability, etc. of the procured product (including items of particular importance), commodity purchasing conditions, repair requirements, delivery period, etc.
3. (3) Design, manufacturing , and quality control systems
   Design/manufacturing system and long term cooperative framework for improving the product, maintaining and enhancing its performance and quality, adjusting delivery quantities to meet demand of NTT Facilities, etc., and system for reducing prices over the long term
4. (4) Maintenance support system
   Maintenance support system covering training of NTT Facilities personnel, post sales service, repairs, and provision of parts over a long (or specific) period of time
5. (5) Past performance and trustworthiness
   
   1. (a) Manufacturing and sales record and market evaluation of the pro duct or similar products
   2. (b) Business condition and trustworthiness of suppliers and vendors involved in the development, design, and manufacture of the product
6. (6) Provision of information
   The applicant must faithfully and expeditiously respond to requests for information specified in the Procurement Manual
7. (7) Examination of samples and factory inspections
   NTT Facilities will examine samples and conduct factory inspections as needed based on the nature of the product to be procured.
6. Selection Method
   NTT Facilities will fairly and impartially examine the selection evaluation items described in section 5 and select the applicant with the best proposal based on a comprehensive appraisal.
7. Application Documents
   The application form, documents related to the product, documents related to similar products, documents relayed to applicant’s business condition, and various certification forms must be submitted.

      The deadline for submitting statement of intent to participate is 3:00 PM on May 31, 2019, local time.

      The deadline for submitting the application form is 3:00 PM on June 28, 2019, local time.
